Asylum in Esslingen
As a large district city, Esslingen am Neckar is ready to make its contribution towards finding a good place to live for all the refugees and asylum seekers arriving on our doorstep.
The number of refugees and asylum seekers coming to Esslingen am Neckar is growing. The administrative district is the responsible local immigrant reception authority. We play an active role in this endeavour, and as we are a large district city, we arrange for 17.4% of incoming immigrants - a figure corresponding proportionally to the relative size of our city’s population in the district - to be accommodated here.
Facts and figures
As of November 2015, there are currently around 570 refugees in Esslingen. They are housed in flats and shared accommodation all over the city. The capacity of the accommodation varies between 90 and 300 spaces. The City Council is currently working on the assumption that further sources of accommodation will be required in the coming years.

The Esslingen Concept
The decentralised concept for communal accommodation follows the approach of spreading the communal accommodation equally over the various districts. By doing so, we hope to make contact with neighbours easier and prevent any concerns from arising. The larger units of accommodation will be used in case of emergency. Through direct discussions and providing the public with sufficient information, we are aiming for:
- Better acceptance among the population
- Easier establishment of relations with new neighbours
- Security thanks to the manageable numbers
Until Autumn 2015, the ideal size of an accommodation was 70 inhabitants, and there would have ideally been only one accommodation per district. The centralised concept is correct in principle, has proven to be successful so far and should be retained for the future. Due to a steady increase in the number of refugees during 2015, it was necessary to modify the concept in regard to creating new communal accommodation. The Esslingen City Council decided upon the following modifications to the decentralised concept in October 2015:
- More than one communal accommodation may now be created in a district;
- The capacity of a communal accommodation can be raised or lowered from the current fixed limit of 70 spaces, but the number of residents must remain below 100
- The following criteria must be considered when deciding the capacity of a communal accommodation: space available, number of residents and social structure; thus social sustainability retains highly important in determining the number of places available in the various locations.
To fulfil the proportional quota of 17.4% within Esslingen and its county, it is necessary to provide additional locations, each with a capacity of up to 300 people, in order to supply decentralised accommodation for refugees fleeing their native countries.
In December2015, the City Council decided to increase the capacity of the emergency accommodation at Neue Weststadt from 100 to 300 people, and would be authorised until the start of construction on the new high school in 2020.
The city of Esslingen has also provided an additional emergency accommodation in the local area, in the form of a piece of city property in Dornierstraße, in the Sirnau industrial estate.
The CVJM had already offered the county of Esslingen a stretch of land in Römerstraße, with a capacity of 300 people, in October 2015.
In December 2015, the Esslingen City Council passed a resolution pertaining to the creation of new, affordable apartment complexes for the target groups of the Esslingen Accommodation Provision Scheme. At the same time, it assigned the City Administration the task of proceeding with the development of the four sites proposed by the Administration. In its open meeting on 25th January 2016, the City Council decided that the next step for these areas should be to prepare a development plan.
These decisions signify that the city is meeting the challenges presented by the arrival of large numbers of refugees. In July 2015, 1.1 million refugees and asylum seekers came to Germany. Esslingen must accommodate 17.4% of all the people arriving in the area: this figure corresponds proportionally to the relative size of the city’s population in the county.
These large numbers of refugees have an impact on the intermediate accommodation figures. Esslingen is working on the assumption that it must provide more than 500 people with accommodation by the end of 2016. While temporary accommodation occurs widely outside of the mainstream housing market, people in intermediate accommodation are transferred to affordable housing, which is in very short supply in Esslingen.
To avoid a situation in which the already strained housing market in Esslingen becomes even more so, the preparation of a development plan should create the prerequisites required by planning law for building affordable housing for all the affected demographic groups in the near future. The Esslingen Accommodation Provision Scheme is primarily focussed on those households that can only access the housing market under their own steam to a limited extent (or indeed not at all), but to whom Esslingen would like to, or is required by law to offer accommodation. The City Council and Administration emphasize that the planned new accommodation in these areas will be available to current residents of Esslingen as well as to refugees in intermediate accommodation.
